Roger Zurn is completing his sixth term as Treasurer of Loudoun County, Virginia.
First elected in 1996, Roger manages the collection and investment of local taxes and the maintenance of Loudoun's fiscal rating.
During almost 24 years as Treasurer, Roger's leadership has helped move Loudoun from a single A bond rating to a AAA rating and earned him the Certificate of Excellence for Investment Policy.
Today, Roger and his team are responsible for the sound management of over $3 billion in taxpayer monies, and the investment of almost $1 billion annually.
Loudoun has a 99% tax collection rate, one of the best in Virginia, and is recognized as a model jurisdiction for keeping taxpayer monies safe and properly accounted for. During Roger's years as Treasurer, Loudoun has never suffered a loss of invested funds and the Treasurer's Office has received clean audits every year since 1996.
Thanks to Roger's initiative, Loudoun was among the first jurisdictions in Virginia to offer on-line tax payments, and this year will be the first county to collect and bill taxes for five incorporated towns as well as the county generally. This will simplify the process for taxpayers and add to the efficiency of tax collection efforts and is being accomplished with the full cooperation of county and town governments.
Never resting on past success, Roger continues to be an innovator in customer service to the taxpayer, as well as the county's leading voice when it comes to keeping local taxes low and tax policies fair. He also serves as Chairman for the Loudoun County OPEB (Other Post- Employment Benefits) Committee and on the Virginia State OPEB Board.
Roger's public service dates to 1990 when he was elected to the Loudoun County Board of Supervisors to represent the Sterling District. As Supervisor and Chairman of the Board's Finance Committee, Roger proposed what became known as the "Zurn Initiative" to look at the financial impact of growth long before this was on the minds of most public officials. Many of the county's policies, such as fiscal impact modeling, long term planning and service plans, resulted from Roger's initiative and are still used today.
Roger was re-elected as Sterling District Supervisor before seeking the Treasurer's office. He has never lost an election and has enjoyed strong bipartisan support from Loudoun's voters.
